Cohen is hilarious and the bit would have been funny in a horribly awkward way, just like everything else he's done. He saw the potential for his confrontational humor to work well on James Cameron;a celebrity who doesn't shine in front of the camera and would have a hard time handling the joke gracefully. The Oscars knew they'd get shit for it, so they said no, as they have to do from time to time. Cohen potentially didn't care enough to fly to Cali for a drawn out awards ceremony that he wasn't nominated in. Saw a way out of it when he didn't get what he asked for, and just said screw it. The truth is he is a giant baby that can't take what he dishes out.
